Short answer: Play Console counts eligible people who actively opted into the closed test, not everyone on your email list and not every device that installed a build. Check the Google account, tester list or Group membership, opt-in step, release status and track eligibility in that order.

Invitation, opt-in and install are three different states

An email on your tester list is allowed to join. An opted-in tester has accepted the testing programme. An install means a compatible build reached a device. Only treating these as separate steps makes a low count understandable.

Run this checklist for each missing tester

  1. Confirm the Google account. The account selected in Play Store must be the same one on your email list or inside your Google Group.
  2. Confirm Group membership. For Group-based access, opening the app link is not enough; the person must first join the Group.
  3. Use the opt-in link. The normal store listing link can install an eligible build but does not replace accepting the test programme.
  4. Confirm the release is published. Google says an opt-in link appears only when the app is published, not while it is Draft or Pending publication.
  5. Check track conflicts. A user opted into internal testing must opt out of internal before becoming eligible for an open or closed test.
  6. Wait for propagation. Google notes that a first test link and later changes can take several hours to become available.

Before production, a closed-test app is not generally discoverable through Play Store search. Share the opt-in link and the store URL supplied for the test. If a tester sees Item not found, the usual causes are the wrong signed-in account, missing Group membership, an unpublished release, or country/device incompatibility.

Do not restart the track while troubleshooting

Fix access by adding the correct account or helping the tester opt in. Avoid pausing the track or removing working testers. Once the count reaches 12, continuous opt-in status is what protects the 14-day window.
